As the most senior civil servant, the City Clerk is responsible for maintaining links between the civil service, the board and society. As such, he works closely with the city centre administrators, the civil service, the city council and partner organisations both inside and outside of the city.

The Secretary General fulfils the following roles as part of this position:

  • Primary advisor to the College of Mayor and Alderpersons

  • General Manager of the city

  • Director of the Administrative Service

  • Representative of the city centre and the municipality as a whole.


Arjan van Gils was previously City Clerk for the cities of Rotterdam (2005-2012) and Enschede (1998-2005). During the years 1992-1998 he worked at the police department of Rotterdam Rijnmond. From 1985 to 1992, Van Gils was employed in various positions at the Ministry of the Interior and Kingdom Relations. He studied at the Police Academy and the University of Amsterdam (Dutch Law) before beginning his career at the Amsterdam police.
