The Amsterdam local authorities and executive organisations take the role of launching customer, accelerator and gateway to governmental services through:

  • Innovative purchasing: based on social issues.
  • Fellow programme: entrepreneurs work for a period within the municipality. Successful pilot in 2013/’14.
  • Governmental accelerators: the municipality supports entrepreneurs by offering expertise about the governmental sector and social fields such as health care, education, sustainability, mobility, etc.
  • Working as a gateway to other parties: the municipality takes a credential role and actively showcases success and opportunities to other partners (both public and private).

Work with various partners to establish an accelerator programme, as in San Francisco. Authorities take lead and manages project, but outsource several considerations to experts (mentoring regarding venture deals, business model canvas, lean startup advice).

In addition to an accelerator programme, a startup tender policy will also be developed in collaboration with purchasing: less stringent regulations for startup tenders (e.g. with regard to three-year profit stipulation) and startups are involved with drafting tenders.
