From Amsterdam Central Station you can jump on the Fast Flying Ferry (quay is located behind Central Station), which takes you to Velsen-Zuid within 30 minutes, where you can change to a bus to IJmuiden aan Zee. From the bus stop, it is only a one-minute walk to the beach.
