In order to drive a car in the Netherlands, you must be over 18 years of age, carry a valid licence and third-party insurance.
Unless you are simply visiting or in Amsterdam short-term, it is likely you will need to obtain a Dutch or EU licence. In some cases it is possible to exchange a foreign licence; in other cases a theory and driving test must be passed.

All cars must be registered with the Department of Road Transport (RDW), and are subject to a motor vehicle tax (BPM), and other taxes including road tax. When driving you must carry with you at all times; a valid driving licence (rijbewijs), proof of third-party insurance (autoverzekering), vehicle registration (kentekenbewijs) and certificate of ownership (tenaamstellingsbewijs).
If you have your own car, motorbike or moped while living in the Netherlands, you are required to insure yourself against legal liability. You are then insured against damage you may cause with your vehicle. The damage to your vehicle is, however, not covered. You can supplement your third party insurance with all-risk cover (cascodekking). This provides insurance for the car itself but not its contents. Driving is on the right side of the road in the Netherlands. Unless otherwise specified, speed limits are 50 kmph in Amsterdam, 80 kmph on other roads and 100 kmph on motorways. Greenwheels is like a commune for cars: practical, inexpensive and, best of all, environmentally-conscious. After registering on-line, the user receives a creditcard style pass in the mail. After reserving a vehicle, this card is read in the dashboard in order to access the key. There are car pick-up points throughout the city. Members pay a deposit and very reasonable monthly fee.
