How to Apply

Application for non-MVV highly skilled migrants and highly skilled migrants needing an MVV (combined MVV/VR)

  • Download and complete the applicable IND form. (NB: There are 3 separate forms: highly skilled migrant, spouse of a highly skilled migrant, and child of a highly skilled migrant).

  • Select the "One-Stop" or "Two-Stop" procedure on the appropriate application form. The Expatcenter recently expanded its services to now offer the possibility of receiving a ‘beschikking’ (formal IND approval) via. With this early ‘beschikking’ highly skilled migrants are now able to start working two weeks after the IND has received their original application. To make use of this service, employers will need to select the "Two-Stop Procedure" on their application forms.

  • When you have completed the form in full, but have not yet signed the application for the residence permit, copy the form with the required documents (including the M46, if applicable). N.B. If the application includes a MVV, this form will need to be signed by the employer.

  • Select on the form "Expatcenter Amsterdam".

  • Sign both copies and send all documents to: IND-loket kennis- en arbeidsmigratie, PO Box 3022, 2280 GA Rijswijk

  • Check that the envelope contains the application and original records, along with a copy of all documents.

  • Affix an Expatcenter sticker on the envelope. From this sticker, it will be clear that you are participating in the pilot, and your application will be processed via the Expatcenter Amsterdam.

The IND will send a confirmation letter once the completed application has been received.

If your application is incomplete, it will be returned to you via post, along with a note indicating which items are missing and required for re-submission.

What happens next

  • The IND will send a copy of the completed application to the Expatcenter. The Expatcenter will then contact you to make an appointment for the highly skilled migrant, and if applicable, his or her family members. The appointment will be planned in four weeks time, and will last approximately 45 minutes.

  • You will receive a confirmation letter from the Expatcenter for the appointment, which should be given to the knowledge migrant.

  • Non-MVV highly skilled migrants: You will be notified by the IND once a decision on the application has been made.

  • Highly skilled migrants needing and MVV (combined MVV/VR) : When the IND has made a decision regarding the MVV application, notification will be sent to you and to the relevant embassy. You will also receive a letter informing you that the knowledge migrant can pick up an MVV sticker at the Dutch embassy.

  • The IND will then make a decision on the application for a residence permit, and will send this notification to you.

  • When the IND has made a decision regarding the MVV application, notification will be sent to you and to the relevant embassy. You will also receive a letter informing you that the knowledge migrant can pick up an MVV sticker at the Dutch embassy.

  • The IND will then make a decision on the application for a residence permit, and will send this notification to you.

The Expatcenter appointment

  • For his or her appointment at the Expatcenter, the highly skilled migrant (and possible family members) must bring the appointment confirmation letter and all required documents (these depend on the application and are mentioned on the application form).

  • At the appointment, the highly skilled migrant (and family members) will be registered with the municipality (GBA) and will receive his or her residence permit. In addition, the highly skilled migrant will have the opportunity to ask Expatcenter employees any other questions they may have on living in Amsterdam.

  • Within three days of registering with the GBA, the highly skilled migrant will receive, via post to the GBA-address, their public service number (BSN).
